Public Participation Exercise Guides Mandera’s 2026/2027 Annual Development Plan

The County Government of Mandera has successfully concluded a county-wide public participation exercise that will guide the formulation of the Annual Development Plan (ADP) for the financial year 2026/2027.

The exercise, spearheaded by the Department of Economic Planning and Statistics, provided residents with an opportunity to identify, prioritize, and shape development projects in line with their needs.

Senior officers from the department, led by the Chief Officer for Economic Planning and Statistics, facilitated the forums across the county.

County officials emphasized that the participatory process is anchored in the Constitution of Kenya, the County Governments Act, and the Public Finance Management Act, which require public input in county planning and budgeting.

By involving citizens, the county seeks to ensure inclusivity and accountability in development.

The Annual Development Plan (ADP) 2026/2027 serves as a one-year implementation framework that aligns with Mandera’s County Integrated Development Plan (CIDP).

It spells out key priorities and budget allocations across various sectors including health, education, agriculture, water, infrastructure, and youth empowerment.

The plan also highlights flagship projects, strategies to boost service delivery, and measures to address pressing challenges such as food security, drought resilience, and access to social amenities.

Through the ADP, Mandera County will map out resource allocation and project implementation timelines for the year.

It will also set performance indicators to track progress in delivering services to residents.

The County Government reaffirmed its commitment to inclusive governance, noting that development outcomes are stronger and more sustainable when citizens are part of decision-making.

“The input gathered from residents during this exercise will directly inform the county’s priorities for the 2026/2027 financial year. This ensures our development agenda reflects the voices and aspirations of the people of Mandera,” the Department of Economic Planning and Statistics said in a statement.

With the public participation stage now complete, the county will compile the inputs into the final draft of the Annual Development Plan before submitting it to the County Assembly for approval.
