The County Government of Garissa has finalised a pioneering Donor and Partnership Coordination Policy, marking a major milestone in its efforts to streamline development collaboration and enhance resource mobilisation across the region.
The policy, validated during a stakeholder forum held in Garissa, is the first of its kind among Kenya’s Arid and Semi-Arid Lands (ASAL) counties and only the second nationally after Nairobi.

It seeks to establish a structured framework for engaging humanitarian and development partners, ensuring that all actors operate within a unified coordination architecture that aligns with county priorities.
Speaking during the validation meeting, officials from the Department of Partner and Donor Coordination emphasised that the policy was developed through an inclusive and consultative process involving a broad range of stakeholders.
Representatives from the National Government, various County Government departments and development partners operating within Garissa participated in the final review of the document.
According to the County Government, the policy will help eliminate duplication of efforts, strengthen accountability and foster more strategic partnerships that drive long-term development across Garissa.
By setting clear guidelines for engagement, the county aims to attract more coordinated investments in key sectors such as health, education, water, climate resilience and economic empowerment.

With the new policy now in place, Garissa County is positioned to leverage partnerships more effectively and harness both domestic and external resources to accelerate growth.
County officials expressed confidence that the framework will not only enhance collaboration but also improve the impact of development programmes for communities across the region.
