IGAD, Government of Djibouti Launch Workshop to Finalize National Land Policy

The Government of Djibouti, in collaboration with the Intergovernmental Authority on Development (IGAD), launched a high-level validation workshop to review and finalise the National Land Policy.

IGAD explained that the validation workshop is an important step toward strengthening the country’s land governance systems.

The two-day workshop, held in Tadjourah, brings together senior government officials, land specialists, development partners, and technical experts to examine the final draft of the policy and consolidate a shared commitment toward its implementation.

Led by the Direction Générale des Domaines et de la Conservation Foncière (DGDCF) with IGAD’s technical support, the exercise marks a major milestone in Djibouti’s ongoing efforts to enhance tenure security, improve spatial planning, and build a transparent and efficient land administration framework.

Speaking on behalf of the Director of Agriculture and Environment, Mr Daher Elmi, IGAD’s Ms Joselyn Bigirwa underscored the significance of the policy for inclusive development.

“This National Land Policy is a critical step toward building equitable, transparent, and conflict-sensitive land governance systems that safeguard the rights of all land users, especially women, youth, and vulnerable communities,” she said.

Over the course of the workshop, participants will review key findings, assess strategic policy directions, and validate measures designed to ensure that land resources are managed in a fair, sustainable, and development-oriented manner.

The initiative also reflects a broader regional effort to support member states in establishing modern land governance frameworks aligned with national goals and community needs.

The development and validation of the policy are being supported by the Swedish Government through the Swedish Embassy in Ethiopia, reinforcing strong international backing for Djibouti’s land reform agenda.
