Lamu County is taking significant steps to enhance its security framework through strengthened collaboration between communities and security agencies, with a renewed focus on early warning systems to prevent violent extremism and other emerging threats.
This follows a high-level multi-stakeholder workshop convened by the National Counter Terrorism Centre (NCTC), which brought together representatives from national and county governments, security agencies, civil society organizations, and community leadership.
The engagement aimed to deepen coordination, build trust, and improve mechanisms for identifying and responding to potential security risks at an early stage.
The workshop was led by Colonel Emanuel Chirchir, Chief Liaison Officer at NCTC, who underscored the importance of inclusive approaches in addressing insecurity.
He noted that communities play a critical frontline role in detecting early warning signs and supporting timely interventions, emphasizing that effective prevention depends on strong partnerships between citizens and security actors.
Colonel Chirchir also highlighted the link between development and security, pointing to Lamu’s ongoing economic transformation as a key factor in reducing vulnerability.
He observed that continued investment, particularly in port infrastructure, is expected to contribute to long-term stability in the region.
Representing the Governor’s Office, Chief Officer Khadija Fumo stressed the need for alignment between county initiatives and national frameworks to ensure sustainability and impact.
She reaffirmed the county government’s commitment to fostering community-driven approaches that prioritize both safety and inclusivity.
Shee Kupi Shee, representing the County Directorate of Peacebuilding, called for stronger integration between early warning systems and responsive action.
He emphasized that prevention efforts are most effective when communities are actively engaged, empowered, and supported to report concerns without fear.
Deliberations during the workshop focused on practical strategies to improve reporting pathways, enhance mutual accountability, and embed rights-based approaches in security interventions.
Participants also explored ways to institutionalize coordinated responses that are both timely and context-sensitive.
As Lamu continues to navigate complex security dynamics, stakeholders expressed optimism that strengthened community-security coordination will enhance resilience and promote a proactive, preventive approach to safeguarding the county.
